Is this an IKEA part?
No. It is made to fit IKEA SKÅDIS pegboards, but it is not an official IKEA product.
The clip doesn't fit well.
The clips are made for the 5 mm wide slots in the 5 mm SKÅDIS board. Boards and printers vary a little, so print one clip first, slowly, with a well calibrated printer.
