How do I measure it?
Measure each axis with calipers in the middle of the face, not at the edges. Compare with the size you set.
X and Y are both off by the same amount.
Check your flow rate first. Over- or under-extrusion changes every outside size by about the same amount, so don't change steps per mm for that.
